Magick, teenage problems, and a big pile of bugs.
Sarah (Robin Tunney) is in a new town, she's feeling lost and an outsider, living with her dad and his wife (her mother died during childbirth). She seems to have some magickal abilities (we're in Witch world now, so magic has a "k"), and the group of misunderstood school witches spot her, and take her off to join their coven...
After a spot of shoplifting and minor glamour work (changing eye colour etc), they decide that Sarah has brought enough power to the group to get themselves some real magick done...
They each have something they want, Rochelle (Rachel True) is being bullied for being one of the only African-Americans in school by some snotty white girl - she wants revenge, Bonnie (Neve Campbell) has terrible scars and is sick of feeling a freak, so she wants outer beauty as well as inner, Sarah has developed a crush on the popular guy at school, so wants him, and Nancy (Fairuza Balk)- the least stable one of the lot, wants pretty much everything - money, respect, and the spirit of Manul/Manah (never seem to work out what they call it, but its the deity) within her. By doing this they pretty much forget the basic rules of witchcraft - everything will be returned on you times three, and that you shouldn't try to gain control over other people. Unsurprisingly, things spiral out of control...
Sarah has an obsessed Skeet Ulrich after her (looking as vacant as ever), Bonnie gets her beauty, and uses it to its full advantage, becoming a slut, Rochelle sees her tormentor getting more and more distressed by what is happening to her, and Nancy pretty much goes power crazed and nuts.
Sarah has always been the good girl of the group, and tries to stop it, but Nancy's power is too great, and the other girls gang up to stop her. A big power battle ensues, with some great effects with creepy crawlies to make you squirm, but we end with your basic, good triumphs over evil (or petty school girls).

When I look at this film analytically, I should hate it, or at least be bored - Robin Tunney is just plain whiney, I can't see why anyone would want the Skeet Ulrich character obsessed with them, but there's teenage crushes for you, and witchcraft just comes across as a vaguely dangerous thing that stupid school girls dabble in.
It does comment on some basic witchcraft rules (like the fore-mentioned threefold law), and that the deity is everywhere and in all of us, not just some big bloke in the sky, but I think that is where any similarity to actual craft practise ends, which irritates lots of devoted witches, but I'm guessing the majority of readers aren't witches, so won't care!
For some reason though, I do really like this film and re-watch it. It has a great rock soundtrack, and is a good teen craft film.
Fairuza Balk does crazy lady superbly - her performance is definately the most outstanding thing in this film.
