The bad guy is drugs king Ramon Cota (Billy Drago), working from the corrupt country of San Carlo. Drago's performance is perhaps the highlight of the film, with a rather simple portrayal of a bad guy who is, indeed, very very bad. At least you can believe that he's good at his chosen profession, unlike the laughable General Taylor who acts like a kid with his ... ...it is, sees the Delta Force called in to rescue 3 DEA agents from Cota's grasp. This gives McCoy the excuse to get his hands on Cota in revenge for Bobby's death and you get the feeling that Norris would have waltzed in there on his own anyway. Once the President of San Carlo withdraws his authorisation for the mission, the President of the US orders the Delta Force in anyway, and many explosions and much fighting ensues.
This action sequel shows our hero, Colonel Scot McCoy (Chuck Norris), back in black and tooled to the nines. This time, the brutal murder of his best friend, Bobby, his wife and unborn child prompts Norris to embark on a ludicrous revenge/rescue mission. Slightly better than the original (see my opinion on Delta Force) this is still a very poor film.

The plot, weak as it is, sees the Delta Force called in to rescue 3 DEA agents from Cota's grasp. This gives McCoy the excuse to get his hands on Cota in revenge for Bobby's death and you get the feeling that Norris would have waltzed in there on his own anyway. Once the President of San Carlo withdraws his authorisation for the mission, the President of the US orders the Delta Force in anyway, and many explosions and much fighting ensues.
The action is exactly what you'd expect from one of Norris's films. Bullets everywhere, an ability NEVER to run out of ammo, and bad guys dying in droves. The choppers miraculously reload rockets out of thin air, but this is no way near as ridiculous as the rocket bikes in the original film. But no Norris film would be complete without a healthy dose of martial arts action, and DF2 is no exception. Norris punches and kicks plenty of bad guys in well choreographed fight scenes, including the predictable Head Henchmen fight. In general the gun fights are more realistic and believable, and the hand-to-hand fighting more impressive, leading to a far more enjoyable film than its predecessor.
However, I cannot recommend this film to Ciao members at all. Though it is marginally superior to the original Delta Force, it is still a dire film. There is, in my opinion, only two reasons why you would ever want to see this film: you want to see how NOT to make an action film, or as a tongue-in-cheek documentary of American oppression and disregard for innocent civilians and the sovereignty of smaller countries.
